Called by some a "Mediterranean Jutland," the Battle of the Otranto Straits involved warships from Austria, Germany, Italy, Britain, and France. Although fought by light units with no dreadnoughts involved, Otranto was a battle in three dimensions―engaging surface vessels, aircraft, and subsurface weapons (both submarines and mines). An attempt to halt the movement of submarines into the Adriatic using British drifters armed with nets and mines led to a raid by Austrian light cruisers. The Austrians inflicted heavy damage on the drifters, but Allied naval forces based at Brindisi cut off their withdrawal. The daylight hours saw a running battle, with the Austrians at considerable risk. Heavier Austrian units put out from Cattaro in support, and at the climactic moment the Allied light forces had to turn away, permitting the Austrians to escape. In the end, the Austrians had inflicted more damage than they suffered themselves. The Otranto action shows the difficulties of waging coalition warfare in which diplomatic and national jealousies override military efficiency.

Excellent Primer on the Perils of Coalition Naval Warfare

When you think of naval operations in the First World War, usually the Battles of Jutland or Coronel come to mind, or perhaps Gallipoli, but the Adriatic is certainly off most reader's radar screens - which is the appeal of Paul G. Halpern's The Battle of the Otranto Straits. This book covers an Austrian cruiser raid against the Allied anti-submarine barrage flotillas in the Otranto Straits on 15 May 1917, which resulted in a dramatic but forgotten naval action. The book is well written and very well researched, making it a pleasure to read and it almost flows like a novel at points. The action in the Otranto Straits was a small-scale thing, no Jutland, but it nicely illustrates the difficulties of coalition naval operations and naval command and control of dispersed forces, as well as the early influence of aviation and submarines upon surface warfare. This book is a must-read for anyone attending a naval academy.
The author begins by outlining the strategic setting in the Adriatic Sea that led to this naval action. In a nutshell, German and Austrian submarines used Austrian naval bases in the Adriatic to conduct anti-shipping operations in the Mediterranean, which led the Allies to try and erect a complicated anti-submarine barrier of nets and minefields across the narrow Otranto Straits. A large flotilla of converted trawlers, mostly British, was used to service the barrier, while the Italian and French navies provided warships to protect the trawlers. However, the level of inter-Allied coordination was poor, which impaired their ability to respond to Austrian raids. The author also makes a good point that the French and Italian navies had not properly evaluated their likely wartime missions, which resulted in them building too many heavy ships at the expense of light forces. Neither the French nor Italians wanted to risk their heavy ships to save trawlers that operated in submarine-infested areas.
A considerable amount of effort is focused on the Austrian raiding force, consisting of three modern light cruisers, which were faster and better-armed than most of their Allied opponents. Nikolaus Horthy, later leader of Hungary in the Second World War, also made his reputation in this action as a cruiser captain. Essentially, the Austrian raid served no great purpose, other than to "do something" with a fleet that was sitting out most of the war. The Austrians caught the Allies completely by surprise and shot up 18 of 47 trawlers before turning for home. Allied aircraft and several surface groups pursued, resulting in a running naval action across the Adriatic. Although a British cruiser scored some lucky hits that immobilized Horthy's cruiser, the timid Italian admiral in charge opted not to close in for the kill in fear of enemy submarines. The battle ended as a draw, although it had propaganda value for the Austrians.
Again and again, the problems of coalition naval operations are highlighted in this book. The British, French and Italian warships all used different codes and map systems, as well as different time zones, which made effective coordination in battle well-nigh impossible. Some lessons were learned from this action, but many of the same mistakes were repeated in the Second World War.

A small moment of glory and confusion

I knew little about Adriactic operations in WW1.(Still don't know much more!) However, the operation described in this book is a classic lesson. A small, homogeneous force departs on a specific mission. The opposition is much larger but its leadership is disjointed and its task gets more and more complicated. Before it's all over we have an idea of what will follow in the next war... in the Pacific! Surface action galore supported by effective submarine action and somewhat effective intervention, and participation, by aerial forces! How's that for a tempest in a teapot!
The book is fairly short, long on facts and action, and a 'dashed good' quick read. Read it as history, as a good sea story, or for inspiration for a war game. You won't be disappointed. Excellent photographs.
